From my observation, it was just an open car park and not secured. It seems to be opened for anyone eventhough you are not a hotel guest. They are parking bays for any vehicles but everyone just park their vehicles anywhere as long as there are spaces available around the area. Sometime this complicate matters as some larger vehicle had a tight squeeze to move around the area. Hope that answer your question.
