1. When is the best time to snorkel, high or low tide?

2. When is the best time to walk and get around the wall, high or low tide?

I 100% agree with dwvonfischer.

Best to snorkel at high tide (around the point if you like. No walking around the point required).

Walk around the point at low tide. Bring water shoes - rocks can be sharp.

High tide is best for snorkeling and low tide is best for walking through the water around the wall. If you are going snorkeling anyway, just snorkel around the wall at high tide if the waves are not too big.
