Yes kit is a two block walk down the hill to Elizabeth Street and Collins Street and the Arcade is a few meters east of Elizabeth off Collins Street.
Hi, it will take a good 10 minutes walk to the arcade. However, you can always take free city tram that is travelling along Queen St and walk there will be a lot easier.

Hi, I'm obviously a bit late in answering but as others have stated it's quite an easy walk from Williams street, pretty much downhill and not too far (2 city blocks). If it's a weekday that you're visiting the Hopetoun Tea Rooms then outside of the main lunch times the wait shouldn't be too bad but weekends area different matter - up to an hour wait at peak times. Hi yes it is walkable by anyone with full mobility. I would probably get a tram just along Elizabeth street. There will definitely be a wait so allow time for that too. There are no public toilet facilities nearby.
Worth any wait. We went on a Tuesday and only waited 5 mins. Our last visit main meals were spectacular but this time a bit disappointing. The cakes and tea/coffee are superb. The history of sitting in these tea rooms is amazing. A step back in time. Do not miss it.
Yes easy you are not faraway at all.About 10 to 15 minutes walk. Aim for corner Collins and Elizabeth street. From Elizabeth Street walk towards Swanston Street. You quickly find arcade entrance. A little further into arcade on your right wonderful Hopetoun Tea Rooms. Enjoy the atmosphere. Could be a 20 minute wait though.
