No, we were on the fourth floor, no view from our room but in saying that it was the quietest hotel room we ever stayed in and with the black out blinds and shutters we really got great nights sleep while we stayed there.
I think some do. We had a lovely room, a small suite actually. We had booked an executive room and they sent a mail asking if we wanted to uograde for 8 euros a night instead of 10. I phoned about arrival time and cheekily asked why I had to pay for upgrade and could I have one for free. They said only if one was available. On arrival I repeated my request and we got a lovely room. In ours though, you could not open any shutters and needed light on as no natural light. Friends had room on other side of hotel and whilst room was lovely they had noise of a compressor all night! Only there for 3 days and would go again. Breakfast was at reduced rate and well worth it.
To my knowledge, none of the rooms have balconies. I had a room with a bay window and, whilst it overlooked the street, the windows were double glazed so there was no noise. The rooms at the rear overlook the outdoor alfresco area and the pool.
