I have difficulty with stairs due to knee issues. Are there rooms on the ground level or an elevator?

I think they have, but ask them, they have a website with contact facility. Trip Advisor doesn't allow me to post links but just Google for 'Comfort Hotel Strasbourg'. They also have a lift.
However, I don't think this hotel would be my first choice if I had mobility problems. It's not right in the tourist part of the city, but just outside. It takes a brisk walk of about 12-15 minutes to get to the area of interest to visitors. There's a tram service, but that involves another walk of 5 minutes or so. Also, if you have a bad day with your knees, there isn't a great deal else to do at this hotel - it's just bedrooms and a restaurant, and the bedrooms are quite small. But give it a try and ask them.
