You can try park the car up to the gate where they stop people from driving, instead of the carpark which costs 500 yen and further away, since police rarely comes here, according to locals.

I lived in Kobe close to 50 years ago and visiting Mount Rokko and seeing it preserved pristinely is a great testimony of Japanese´s care for Nature.
After the train car ride up the mountain we took the bus to the snow park where you can rent skis and sleds for the day and the have a separate area for snowman building.

Maiko park is a great place to view Akashi Kaikyo Bridge close with it's amazing structure.
Outside of the flea market, which was a huge draw for me, the park is quiet and the views are beautiful.

If you come to Kobe in August, I definitely recommend you stop by this park and see it.
There is a nice water feature in the middle, and it's also connected to the earthquake memorial park.
