I went up during the day - entrance was free and this museum is a gem - beautiful old telescopes and instruments and i bought a ticket for the night telescope viewing of the southern skies.
Had a wonderful time doing a Sydney Observatory Tour... my only recommendation is to allow yourself enough time to enjoy walking around and exploring the on-site museum and grounds.
