Can be skipped if it is one of the places to visit in your itinerary. Nothing alluring about the place and can be just a site to watch enroute to visit other good places around Kannur.

In evening you can go for 5 10 mins , nothing much to explore , even if you miss this place don't worry , its not a point for attraction , simple dam nothing else.

there is nothing there-- absolutely nothing. No guide/restaurant/access/park. It's all ruined. But if you have time while coming/going to Kannur you can take diversion. It will cost you 1 hour from main road and if you love seeing old dam - go else skip.
