5-6 years ago, it was not as crowded as now. Today, alot of people live almost directly to the path where tourists come and go. You can also see alot of trash by the side of the road, with noisy motorcycles passing by you while walking in the main street which is by the way very narrow if u drive a car. Over-priced snorkel gears rental, tours for island hopping costs 3,000 per boat which you have no option to join other groups. So if u are travelling solo, good luck!
When u arrive to the beach, there is actually no sand but a stretch of sharp dead corals. You must have your water shoes. Alot of plastic things floating on the waters, I even picked up a few. I hope their local government don't just sit around doing nothing. This place needs protection to be able to sustain the ecosystem under the sea!
By the way, from Cebu City, ride the bus Bato via Barili and get off at Gaisano Moalboal. From there, you can ride a tricycle for 50 pesos per person per way to Panagsama beach. Don't be fooled when they say that you will wait a very long time if you don't "pakyaw" ( exclusively paying for the tricycle). They will ask for double price sometimes triple!!!

Tourism can ruin places that are not prepared for it and this is one place. It is an aggressive, dirty and unfriendly place with hundreds of young spitting Filipinos hawking. Dirty and trashy streets where they seem to drive at you when you walk. It is the least friendly place I have traveled in the Philippines. It is swarming with young westerners and I can't imagine why they are here or why I am here. Since I arrived everyone shouts as I walk offering overpriced scooters and cyclos and other "things" and in the meantime I am blasted all around by small scooters with broken exhausts to make them sound like big bikes driving at top speed and tooting to get out their way and blasting music everywhere. Some restaurants are good others truly awful and western prices. I can't wait to leave.

We went to moalboal pretty much to spot turtles and we did so by the first 10 minutes in the water. It's pretty funny to me that locals are offering you a boat to spot turtles when in reality you can simply walk in the water for 20 meters to see them.
they do that for asian tourists that dont know how to to swim but in reality you dont really need much swimming at all. the beach itself it's nothing special, moalboal little center it's pretty dirty but who cares about that when you can swim with amazing turtles literally next to you. Stay here for 1-2 nights only and move elsewhere after it.

we went to moalboal to snorkel and see turtles, and that's exactly what we got. even though panagsama isn't the most beautiful beach, it tops everything with the school of sardines and the many turtles. with a little luck you might even see a whale shark.

The sardine run here is the real show-stopper, and I'd go back just for that. We also saw a fair number of turtles. The beach itself is nothing special and mostly stones rather than soft sand. This is a place for snorkelling and diving.

Nice beach. Although there is no sandy beach. The resorts are on a low cliff. Home to the famous sardine run. Home to a good number of turtles. The reef drop off is about 150 off shore. Nice place to snorkel or dive. The cliff is lined with resorts, restaurants, dive shops, stores etc. Nice place to spend a couple of days.

Excellent beach with Turtles and Sardines close to shore.
My 3 teen children and one 5 year-old, loved the water.
The drop-off is only about 25 meters from the shore line, full of sea life including sardines en masse, as well as turtles close to shore.
It's almost like being in the movie "Finding Nemo", that included the "Dory fish".
No meed to charter a boat, simply jump in the water with your goggles. Was excellent.

There was no clear information on where to stay in the Moalboal area. So just stay in Panagsama Beach !! Don’t stay in Moalboal or White Beach. Moalboal is just a dirty little town away from everything. White beach is a easy half or full day trip in a tricycle. Going rate one way 150 pesos at time of writing. White Beach does not have impressive sand but still worth a trip as the coral is interesting. I didn’t see any nice restaurants or resorts on that section of the beach. Maybe further north has some nice places.
Ok Panagsama Beach orientation: imagine the end boundaries are Quo Vardis and Verandah kitchen. Right in the centre is the Chilli Bar from which it is an easy 5 minute walk to either end. So nothing is that far out.
There are some nice little beaches on the south side of the Chilli and on the south side of the Verandah kitchen. Those beach spots can be easily seen from the deck at either place.
These little beaches are great spots to access the water for a snorkel to see the sardine run and turtles. You dont need to do a tour to see these as they are just 30 meters off shore. All you have to do is hire the snorkling gear and look where the tour boats are hanging out with all their punters in the water.
Lots of nice little hotels and bungalows along the waterfront.
Hope this gives you some clarity on the area.

I only got to really appreciate snorkeling after I visited Panagsama beach in Moalboal. The sardine run is a gem!. Whenever I visit Cebu, I always try to make sure to go to this place. The fun part is if you stay in one of the hotels/hostels along the beach, you can always see the sardine run anytime you want. This is a perfect example of having an ocean at your backyard (literally).
The best time to see the turtle is around 9-10 AM and 4-5 PM. I got to see the turtle at those times.

There is almost no beach at high tide and it’s very rocky with almost no stretch of sand.
So forget about sun beaching there.
The bad thing is it’s full of people not caring about anything but looking at the sardines and the turtles. It is also full of trash and I picked up a considerable amount of garbage and plastic in a few minutes. It’s a shame locals don’t clean the water instead of doing what they do best, nothing and smoking cigarettes by their bike.
I wonder how turtles still live there and how much plastic they must have in their stomach.
There are also a lot of boats and it’s crazy to see zero accident...
Corals are dead or stepped on.
Good job again to destroy the marine life...
On a plus side, yes sardines and turtles are almost guaranteed and close for shore.
One last thing since 6th of October there a 100P fee to go in the water. Not sure how this is going the be enforced in the following days.
So forget about sun beaching there.
