A trip to State Street and Downtown is always a must when visiting Madison. Lots of shops and restaurants to visit. While you might see some "characters", we felt safe walking around in the early evening at least.
State Street is a happening place with a lot going on. I would say the only negative are the people constantly asking you for money. This takes away from the charm of the town. Food trucks are wonderful!

yes, a lot of them do, except the fish, snakes, and other legless varieties. if you're asking if you see people walking animals (dogs, etc.) on state street, then yes, but on leashes (the animals that is).
