It is worth it to stop by this museum to see the "wings" open (or close) and go inside to look at the atrium area. I also went through the Degas exhibit which was quite well done and had a terrific audio tour.

Not worth the visit while renovations are underway. All permanent exhibitions are closed until summer 2015. There is 1 visiting exhibition and a bunch of amateur art without a unifying theme. Unbelievably they still charge full price.

Definitely outside. Try to find a position on the bridge that's back far enough to see the full spectacle.

I suggest outside. There are many vantage points. Across the street in the parking garage. At the restaurant nearby (Harbor House).

If you don't mind a very pleasant Milwaukee walk, you wouldn't have to. However, it is an option. Sorry for the delay in responding. I just saw your question now.
