The museum itself is impressive. The inside was not as impressive. They had american toy exhibit. Some paintings were exhibited, mostly religious content.

The outside is great, as are the architectural elements inside. We just wandered, and say modern furniture and art to the old Masters. We ate in the basement restaurant, which was very good.

Definitely outside. Try to find a position on the bridge that's back far enough to see the full spectacle.

I suggest outside. There are many vantage points. Across the street in the parking garage. At the restaurant nearby (Harbor House).

If you don't mind a very pleasant Milwaukee walk, you wouldn't have to. However, it is an option. Sorry for the delay in responding. I just saw your question now.
