If you like people watching or window shopping this is the place to go to get away from the beach for a few hours. Dog friendly area. Lots of shops - but beware - very few public restrooms.

There's a nice visitor center across from the Rosenberg Library. They can tell you all you need to know.

It depends on how late it is, I would say yes before 10 or 11 pm.
