You can swim and also do a little track walk from Mills beach to the Shire Hall beach. There're a few lookout points on the track so you can view the 2 beaches from different angles. A nice protected beach close to Arthur's Seat, so if you can definitely go up the hill in the morning then come down to the beach in the afternoon.

Mills Beach is just north of Mornington below the Esplanade and before you come to the Beleura Cliffs.It is a good expanse of sand and is somewhat protected from the southerly winds because of Schnapper Point, Mornington. It has an array of colorful bathing boxes and gently sloping sand into the water. It is one of the nicer beaches along the coast.

Quieter than the other beaches this is a nice beach with shallow water where you can take kids without worrying about others sailing etc Its anice walk along the beach towards Mt Eliza as well.
I have never seen dogs here either which is good.
There are toilets & a small kiosk for drinks and ice creams etc
There is a car park which does get full in high season so go early.
There are beach huts as well for those lucky enough to own one!

If I was too recommended a family beach in melbourne this would be one of my top picks. Crystal blue water and golden sand set amongst iconic beach boxes. Perfect for kids with it being a good shallow beach and offering rock pools for the inquisitive mind. Check out the Mills Beach lookout on the esplanade for a different perspective. During summer you can buy drinks and ice creams from kiosk at surf lifesaving club. My only criticism is lack of parking in peak times

Mills Beach is one kilometer north of the Pier along the Esplanade. At one end there is a bridge over Tanti Creek and the other some cliffs to expensive housing. The beach is some 700 meters long, clean sand, toilet facilities and a feature is many colorful beach boxes. It is protected from the cold winds and there are three parking areas, two at beach level and one on the Esplanade.

A lot of people like Mothers beach for young kids but Mills beach is my fav due to having waves something that mothers beach lacks.. if you turn left at car park it also has a nice little creek area.

Great sheltered beach, just off the end of main street, it is a a sheltered shallow beach with nice sand and ample grassed sitting area with a few picnic tables

Beautiful beach - didn't see any jellies or seaweed for that matter! Nice soft sand, and easy to swim in, play in water. I'll definitely be back on the next hot day!
There's also a kiosk where you are able to purchase some things, but I didn't see what they were selling as brought fish n chips along from Main Street.
There's also a change room / toilets and taps to wash sand off.
