It looked like there was disabled access. There was a lift on the ferry - you just had to look for it a bit. But if you ask the staff they're very helpful.

No, the Port Jefferson Ferry is on the north side of Long Island, on the Long Island Sound. Fire Island is off of the south shore of Long Island. There are ferries that you can take to Fire Island. Google it.

There were a few when we were there 2 weeks ago.......because of construction I would call them to get up to date information
