The program is housed at Lowell Elementary School in Duluth, MN and other locations in the region. History Established in 2004. PEO, a Duluth-based 501(c)3 not-for-profit outdoor education program, was founded to provide people and animal powered exploration of the outdoors. Each year, PEO helps thousands of children and adults experience dog sledding, kayaking, rock climbing and more in Duluth and on the North Shore of Lake Superior. PEO's beginner-friendly tours offer Adventure with Purpose. Your participation provides crucial funding for PEO to provide life-changing outdoor adventure programs for over 500 under-served Twin Ports youth each year. The husband and wife team of Blake Cazier and Steph Love founded PEO to help people of all ages and abilities get outside. With more than 50 years of combined professional teaching and guiding experience, Blake, Steph and PEO's staff of professional outdoor educators are among the most experienced guides and instructors in the region. Each year, our team helps thousands of people feel safe and have fun while participating in outdoor activities.
