I went before 8am,so there was no charge to park. Some beaches you can run barefoot on, but I wouldn't recommend it here. It was pretty, clean, soft sand and lots of amenities. I didn't experience a busy day there, though.

We spend most of summer here at Sandy Neck Beach, its like Siesta Key, we call it Siesta Key North! Boating,fishing,swimming,cookouts,sunsets!

No. You can walk or cycle there all you want for free. Vehicles need a permit to park for free. Without a permit, you can pay to park.
