There is room for 8 people in addition to the pilot. The compartments are rather small (4 compartments, each holding a max of 2 people). So you would have a compartment for yourself and the groom (and your dress cannot be poufy); a compartment for the officiant and then 2 other compartments for a total of 4 more people.
If you want more people than that to witness your vows, you could see if you can do the actual ceremony while the balloon is tethered and your guests can stand on the ground around the balloon. After your vows you can then take off in the balloon with the 6 other people of your choice for a ride/photos (provided that one of the other people is your photographer.
