You just don't know what you will see when you go on safari however we were fortunate that many of the animals were out and fairly active so we saw lots and thoroughly enjoyed the tour

In our experience the morning is the best. Evening might be good, but I would go later than 5. Maybe try it at the tail end of your window.

Not sure what the question is. If seeking park pricing, go to the WDW web site. If for the attraction, Kilimanjaro Safari, as already mentioned, it is included in the price of the Animal Kingdom park.
