Stop in once or twice a week to the Welcome Center. Love the Cinnabon and Starbucks coffee. Good place to pick up food from any of the vendors and hit the restrooms if needed. But the Cinnabons here are really good
The travel center is laid out in a big rectangle. When you first walk in, from any entrance it's easy to quickly find your way. It's just as easy to find the bathrooms.

Sorry, I've always been in a rush to stop & go as fast as I could. But in your shoes, I'd ask ahead to be sure. The Delaware Rest Area phone number is 302-731-8599, option zero to speak with a live person. Also, there's an email address at the Delaware Transportation Dept. TripAdvisor's policy prevents me from inserting it here, but you can find it by searching on "Delaware i-95 rest area parking"
If Delaware officials are cool with it, you're good to go. If they're not...paying a nearby hotel $15 or whatever to let you park might be a safer bet: would be a lot less than a $250-$1,000 tow and storage fee (and a LOT less aggravation)!
