I would say "yes"!except it is heavily under construction right now and parts of sidewalks are missing. When it is finished (which we don't know the date) it will be. I am sure there are parts of the trail that are in wheelchair ready condition, I just don't know where. You may want to get in touch with the city of Westminster or Adams county so they can let you know where there is a long stretch of wheelchair accessible walking so you can take your Mum out to enjoy the beautiful weather.
