We went to the feria at 12:30pm at the end of May and were very disapointed. There was almost no one appart from a few vendors. It is maybe better later in the day ? Or just in summer ?

The quick answer is yes. La Feria de Mataderos starts from March till December on Sundays from 11:00am to 20:00pm. During January and February, the fair is open Saturdays in the evening.
