I believe it's the most beautiful part of the town. Plenty of small bays where you can swim or sit and relax.
Dogs are acce in quite of them. You can do your running or take a bicycle.

We spent a whole day here and it was one of the most beautiful place I've ever seen! There are big and small beaches all around the peninsula, beautiful trees and rocks around the coast! Highly recommended!!
Just a few minutes stroll or cycle from Ronvinj harbour.
Great walking in the trees by the shore. Lots of bathing spots (remember some rubber feet for easier entry to the water). Expect to encounter all over tans and skinny dipping.

To give you a useful answer, it would be helpful to know where you're coming from and what you mean by "near". If you're coming from out of town by bus, the bus stop is in the centre of Rovinj and it's about a fifteen minute walk to the park. (If you have a smartphone, use an app like ViewRanger or Google Maps offline to find your way around.) At the moment the waterfront promenade route from town to the park is blocked by building work so you need to walk along roads inland.
It's well worth it. If you're just visiting the one time, give yourself between 90 minutes and half a day. Have a coffee or snack in one of the discreet cafes, unwind, enjoy the views and the peace and get your soul back. We stayed in an adjacent hotel recently and walked for a couple of hours every day here, with little repetition.
