Consistent with the standards of other Olmsted Brothers parks and public spaces in the Pacific Northwest, this expansive park on the edge of downtown has a splendid assortment of trees, trails, public facilities and, of course, water features.

I would imagine you could with a permit. Call the chamber of commerce for Ashland

If you go into the area away from the play ground, they have dog waste bags available, hitch tells me yes.
