The promenade is there, the water is already there. Only the apartments along the waterline are still missing, as are the local restaurants and the visitors of course. One of the things not to do in Asuncion.
Lot of restaurants and bars you can pop into and enjoy, weather permitting. When I arrived there was a storm coming so there wasn't much going on, but you can see it'll be packed when locals are on holiday. Worth spending an hour or two...More
This place is very big, plenty of space, loads of cafés and restaurant at reasonable prices (15$ for a good meal)
