I visited Japan in 3rd week of April. In Tokyo, most of the cherry blossoms are withering. However, I was lucky to see rows of cherry blossom in Kawagoe. It's not a crowded place and you can take a quiet and peaceful walk along the long stretch of road.
I chance upon it when visiting Kawagoe Hikawa Shrine.

You don't have to go too far to see the famous cherry blossoms of Japan. If you're in Kawagoe (just half an hour from Tokyo), proceed to Kawagoe Hikawa Shrine and exit behind the couple zelkova trees (said to be the personification of the couple deities enshrined in the area) to the Shingashi River.
This is the best spot in Kawagoe for seeing the beautiful and delicate cherry blossoms that people around the world are flocking to Japan for. The tiny blossom petals floating on the water make for a more spectacular sakura experience.
And even during the autumn/fall season, the Shingashi River is just as a marvel to behold.

After visiting the Kawagoe Hikawa Shrine we walked for around three minutes from the Tori gate towards what appeared to be a canal. It actually is the site for viewing cherry blossom around the Shingashi river. We went there during fall and it was an ordinary sight.The cherry blossom tile on the bridge over the river confirmed that we were in the right place at a wrong time. We could visualise that the place would be a feast for the eyes in spring.
