We went up by shuttle bus to enjoy the night views. The city looks very beautiful when lit up at night, with the dark water providing enhancing contrast. It wasn’t very crowded during our November visit, on a cool but nice clear sky day.

1/2 hr bus ride worth a trip up, Stunning views, can be a little crowded, half decent store at top as well for souvenirs and “odd ball” products

No, it doesn't open until 10 am. However, you can hike to the top on a trail/path or else take a taxi, since there's a road as well. Elevation change between the bottom and top of the ropeway is about 1,000 ft.
