We went up by shuttle bus to enjoy the night views. The city looks very beautiful when lit up at night, with the dark water providing enhancing contrast. It wasn’t very crowded during our November visit, on a cool but nice clear sky day.

Or take a taxi for more flexibility. The top of the hill as far I could see hosts buses and taxi. I didn't see private cars no much room for privates. I may be wrong anyway.
No, it doesn't open until 10 am. However, you can hike to the top on a trail/path or else take a taxi, since there's a road as well. Elevation change between the bottom and top of the ropeway is about 1,000 ft.

I agree with the other two answers to your question. We took the ropeway during the day, and at that time the parking lot next to the ropeway had plenty of spaces available. Also, when we went in early April on a weekend, there wasn't a queue or the need to wait (either on the trip upward to the top or on the return trip down the mountain). If you take the ropeway in the evening when there are more crowds, parking and then queuing may be an issue. If some in your party are a bit frail and walking/queuing are an issue, I'd suggest that you consider a daytime visit to avoid the crowds and potential parking and queuing issues. The view from the top is still lovely.
