A very quiet place even on a Sunday. Just 15 mins walk from station. You wont miss the shape of the building. Free entrance to 20/F observatory. There are rest tables that you can get a drink from vending machine next to it. 19/F is a nice choice for dinning with view. G/F has burger and 1/F has other food choices and I had a yen1000 lunch set

For a great free view of Niigata, head in up to the 20th floor of the Media Shop building. The views of the city, river and port are excellent t, and you can see out to Sado island on a clear day. There are drinks machines at the top of you want to linger and take in the view.

On the top floor of the Media Ship building is an observation floor, open from 11am. The ride up is in a glass elevator, and there are 360 degree views around the city, up and down the Shinano River, and out the the Nihon Kain and Sado Island. There are restaurants one floor lower, too.

For a wonderful, and free, view of Niigata, this is the place to go. A short walk from the train station. Well worth it.

I recommend you should visit the observatory deck at night.

As I stayed in ANA Crown Plaza hotel, this place was just 5min walk from the hotel.
Great view from the 20th Floor. As it is not so high as compared to the 31st floor observation floor at Hotel Nikko, the view is different but no inferior. Some nearby building sign could even been seen clearly.

Security is not obvious in Japan, so we entered the building walked to an elevator and went straight up to the observation desk.
Clean bathrooms and snacks available. Quite some students sitting there doing homework or just socialize.
The view is worth a visit.

This is the headquarters of the newspaper company in Niigata prefecture, with conference rooms, exhibition rooms, event spaces and an observation room. The observation room is admission free. From the observation room I saw the panorama of Niigata City, Sea of Japan and Sado Island.

The views from the 20th floor of the beautiful Media Ship building are spectacular. Not far from the Shimano River, the 20th floor is dedicated to viewing the entire city and the Sea of Japan. Best of all, its free...no charge for great picture taking.

Took several photos of this place from the Shinano River and the highest building ...great restaurant on the 8th floor! Wish I spoke better Japanese!
