This is really a fun place to visit in Jinan. It is located in the southern edge of the old city and it's free entry. It is both very active if one wants to or peace and calm in certain areas, making this a place suitable for all. Locals come for their water supply with jars and jugs in tow. Some of them came for their morning walks or exercise. The views are beautiful whichever way you look. The moat and the springs make this spot a comfortable walk even in the hot summer days.

This city has 72 natural springs which supply the city’s drinking and other water needs. During our visit, we saw many locals filling water containers and others having a drink.

You can visit this spring, it is actually the moat outside the puxinjie (Shimao food street) and it's free.
There are a lot of locals that come here to collect the spring water.
I think it is as good as Baotu Spring if not better.

We stayed at Home Inn Baotuquan right in the central area of Jinan. After check-in, we went to Quancheng City Square for a stroll and had our dinner. After the dinner, we strolled along the moat beside the Quancheng Square and found ourselves right in the middle of a number of springs and one of them is the famous Black Tiger Spring (Heihu Spring).
Jinan is a spring city reputed for her 72 springs and Black Tiger Spring is ranked the second most significant spring among the 72 springs. Baotu Spring which is located opposite our hotel is ranked No.1 but entrance into Baotu Spring is charged while the entry to Black Tiger Spring is free.
Before I came to Jinan, I was wondering how the infamous spring in Jinan would appear in her physical form. Now, right in front of me in a square shaped spring pool, I saw the ferocious roar of the spring water gushing out from three ornamental stone carved tiger heads just like the roar of the tigers. It was no wonder that this spring was named the Black Tiger Spring.
At the vicinity of the spring pool was the stone sculptured statues of two fiery giant black tigers. A little girl posed in front of the tiger statues for her parents to snap a photo of her but I suddenly had a fear for the girl as the tiger statues look scarily fierce and my unfounded fear that she may just be gobbled up by the two tigers.
There were crowd of locals seen lowering their empty mineral water plastic containers into the spring pool to fill them up with the spring water but I wondered if the spring water from the cliff would have gone through a naturally filtration process.
I also suspect some of the locals may unscrupulously channel the containers of filled instant spring water to retail provision shops. I am not confident that the spring water is clean for drinking as I could find contaminants like dirt, tiny dried leaves and fine small particles floating in the spring pool and I hope these locals take the pains to boil the spring water to `detox' and kill the germs before consumption.
Along the moat where the Black Tiger Spring is located, I also found 3 other springs nearby which are the Agate Spring, the Five Lotus Spring and the Golden Tiger Spring. I really wondered how the Black Tiger Spring differs from the Golden Tiger Spring. The water level in the Golden Tiger Spring looks calm and sedate without any gushing `roar of the tiger'.
Nevertheless, it was fun seeing the busy collection of spring water activities at the Black Tiger Pool and the adjacent few other spring pools. Natural spring water in Jinan probably has the rejuvenating and health beneficial effect otherwise the locals would not have come here in drones painstakingly scooping up as much of the spring water as they can. Jinan residents appear lucky that the city has readily reservoirs and the water never dry up.
A bit to the east and at the opposite end of the moat stand the Liberation Pavilion which commemorates the arrival of the victorious People's Liberation Army in Jinan in 1948.

I found the best way to see the Heihu spring is to enter the riverside walk from the north east corner of the city Square, down the stairs to the Hucheng riverside walk. As you walk this path along the river you see various small springs before coming to the bigger and better known Heihu spring. The stream of locals collecting their water is continuous. You can then continue your walk along the river walk which I think is known as Huancheng Park. When you come to the end you will see a riverside swimming pool to your right and you cross the bridge to your left to make your way back to your starting point but from the other side of the river. There are various springs on this side of the river also. Try to do this walk by night too. You will come across people bathing (toothbrush soap and all), swimming in both the springs and the river, (in spite of the swimming strictly forbidden signs!) and the lighting is low key and attractive. Be sure to look up for the Liberation Pavilion adorned with it's red star - it looks spectacular at night. Sensible shoes a must - there are some stepping stones to negotiate along the path which are easy by day but a little trickier in the dark.

It’s great location in the center of Jinan, you can walk along with the spring and channel around the inner city, clearly water clean and cool, you can see the citizens inject to pot and drink directly. It’s wonderful sightseeing place in Jinan

Hiehu Spring or Black Tiger Spring is one of the more spectacular springs that you will see on the riverside walk from Spring City Square, the main square in Jinan. As xingming has said the riverside walk starts from the north east corner of Spring City Square. It is best at first to walk on the south side of the river. There are a number of smaller springs that one passes before reaching the spectacular Black Tiger Spring. What is amazing is that this riverside walkway and these springs are right in the centre of the city. The water is so clear – no wonder the local people fill up there water containers from the springs.
We continued on from Black Tiger Spring on the riverside walkway all the way round to near the East gate to Da Ming lake. It was a very nice pleasant walk and we had another fine walk through the Da Ming lake trails to the Main Gate to the lake, then across the road and up through the old part of town to Furong Street. We ended back close to our starting point at Spring City Square. It took us about an hour and twenty minutes to do the full circuit. We walk fast though

Local folks were catching drinking water from the spring. Some did their laundries, while a few were swimming in the canal. I enjoyed the morning stroll along the park. Both sides of the canal were lined with beautiful weeping willows.

Black Tiger Spring is one of 72 springs in Jinan and very important. The spring emerges from a limestone cave in a cliff face and flows out of 3 carved tiger heads into a square pool, and then the river. Legend says there was a black rock shaped like a tiger and the water made a roaring sound like a tiger. We saw people drinking the water and collecting it in bottles as it is supposed to have medicinal properties. There is a pleasant walk along both sides of the river.The park is free and and on a hot day it is a pleasant interlude.

Free activity to see the tigers spewing water and two big tiger statues. It's right on the canal not to far from Baotu spring. It's just one spring though so don't expect to spend a lot of time. Jinan however is a very nice underappreciated city, with friendly people.
