Extremely noisy. I stayed at a hotel near the plaza, and it was noisy even if the windows were closed. There are festivals and marches on the weekends. The plaza itself is pretty.

Visited this plaza a couple of times during our visit and enjoyed the performers and monument and just sitting in the shade.

Don't miss this place right beside the cathedral. Many local people are around, play music or are just hanging around. Nice local atmosphere.
