The roof top is closed from the goverment. But it is possible to go on some ways up stairs to find another good views. See the picture.

No it isn’t closed. There was a problem with one of the domes as people jumped up and down on it for photography and damaged it. But the Han is open and it is possible to go up to see the view from a different way.
