2 story market with mainly clothes. Only a short walk from Ben Thanh Market and well worth the trip if you are looking for colder climates (rain jackets, long sleeved tops, jackets, jumpers, socks) though they do sell summer stuff too.
Pricing was good and stall holders relaxed. It was narrow but most markets are.
Would recommend here and Saigon Square markets over Ben Thanh as prices cheaper and stall holders less pushy.

My wife and I enjoyed our shopping experience here. Bought some shirts and jackets and the selection to chose from was large. The quality of the jackets was very good I must say, I carefully inspected stitching and waterproofing and have been wearing at home for one month now. Very impressed and jackets tagged Goretex are indeed completely water proof and comfortable. Also got some sports clothes, running jackets etc and again very impressed. I have no hesitation in recommending this place for clothing. Vendors are honest about sourcing and quality when asked.

Total size was about half a soccer pitch. There were T-shirts and some winter jackets all of which were overpriced (example $70 Australian for puffer jackets that are clearly knockoffs) and the vendors were certainly not interested in bargaining. We were the only Westerners there, it took maximum 10 minutes to walk around and look at exactly the same stuff in each store all of which was bland. Whilst Ben Tanh market is hot, the vendors hassle you, at least it’s interesting. I would not waste one minute of your holiday at this place.

Tried to negotiate but they didn't come down enough. They wanted 100 USD for fake LV bags. LoL. Perhaps they don't travel much and know these cheap copies can be purchased anywhere. Mostly over priced junk. You may get lucky and find a couple of actual made in Vietnam products like North Face that are original. But most stuff is rubbish and no actual cotton shirts, all polyester mix. Fake cotton tags. Don't waste your time and money.

If you are looking for clothes only then go to the Russian Markets in HCMC. It's a small market with 2 floors of clothes. Prices alot cheaper than Ben Thanh Market( if that is correct spelling). I bought 2 tops and 2 pairs of pants for 300,000vnd.

If you want a coat or T-shirt and aircon, then this is an option.
Personally I’d rather be in a market or street and found this to be like many other Asian low end small malls

We were intrigued by the reviews and decided to stop by on our way to the Saigon Center. It's definitely an interesting place with a variety of clothes (a lot of winter coats, lingerie, shoes, bags, sparkly dresses, etc). It didn't seem like much bargaining was happening, but we walked out with two "North Face" backpacks that were far cheaper than what we could get at the Ben Thanh Market. We recommend checking it out if you are in the area.

Russia market sells fake winter clothing and fake bags. Things like fake North face jackets. It used to be good ad cheap but now it has become expensive and the quality of the merchandise has gone down. There is nothing at this market that you can not get somewhere else in Ho chi minh cheaper ad better quality. I visited there on a raiy Modayy morning and there were o customers and they still would not reduce the prices. The problem seems to be that over the last year too many tourists have gone there and massively overpaid for items so now they would rather sit there and play on their phones than make a sale.

Has anyone out there purchased a Kashmir rug from the Russian Market? I am considering it not sure I want to commit to spending $300 on one??

If you don't want to spend $300 on one then just don't buy one! Besides, no matter what the stall holder says it may be a fake one.
I didn't want to spend $10 on some shirts so I didn't. Saved myself $10.
