No you buy the tickets per ride, but you can use the same stored value card for the mrt to pay for the gondola. Simply tap and enter.

Yes, or you can even take a cab up the hill for a cheaper price rather than paying for the ride itself if you are afraid of heights.

To add to the other answers - during the peak times the wait (in line) to get to gondola can be half an hour and more. No need to go in line to buy tickets first if you have enough cash, especially if there is more than one... More
