Been here last summer and it was awesome. The building is very nice and well kept and the suspended gardens and the little park near them are amazing. You should go up to the rooftop and watch the sunset form one of the banks there.
Better than the observation deck in Castle square because not only do you get a far off view, but there a nice places to sit amongst the rooftop garden.
The library itself has cafes on the bottom floor.

Yes, it is free, but it is worth exactly what you pay for it, meaning not much.Most of the things growing there are grass, low-growing junipers and pines, and foundation shrubs. If you are looking for blooming plants, other than a few annuals, you will be disappointed. There were no interesting perennials or unusual plants there when I visited one month ago (June 2017). I would recommend spending your time somewhere else.
