To enter inside this tower you should pay 1 euro to listen at Sokol Koceku,the owner of this tower. You can also do all the questions about the "Kanun". He can give all the information that you require. In this tower many years ago,it was used like a prison for 15 days while the old men of the village would decide what will happen to this person.

I had read online about the tower prior to our visit and when I realized it was so close to our guesthouse I knew I wanted to see it first hand. Definitely worth the one euro to learn about this fascinating part of the Albanian culture. I only spent a short time here but felt it allowed me to better understand the culture of this region.

It's truly amazing to see this dark imposing tower jutting out of the earth while being surrounded by some of the most beautiful natural backdrops that can be found in Europe. It costs only a euro, or 150 lek to visit the inside and it is well worth it for the few minutes that it takes to see the place. Also worth sitting down and having a drink at one of the small bars next to the tower, a half liter beer costs 200 lek. Read up about the history of Kanun and blood feuds before you visit so you can appreciate the history of the place.

This structure seems more like a torture chamber than a save-your-life place. The exterior looks like Rapunzel’s tower—a tall, square stone fortress with few openings or windows. You must climb a tricky ladder to reach the second floor “living area.” About 3 narrow slits let in the barest amount of air and light. To sit inside here for months, even in company with your own menfolk, must have driven the guys stir-crazy. It’s worth a visit, though, for the historic value of seeing how much the old Shqiptar Albanian mountain men had to put up with to avoid getting killed in a blood feud.

The tower is believed to be over 400 years old. Up to as late as 1920, if a family member was murdered creating a potential blood feud between two families, the accused was incarcerated here for up to two weeks whilst negotiations took place to agree reparations. This is one of only a small number of such buildings that still exist in the country.

This is an old tower that holds in itself so many histories of Vendetta around that region...In the north the laws did not apply till 1912 so they used "Kanuni by Leke Dukagjini" to make justice by killing or forgiving.

So basically this 400 year old tower was used as a temporary sanctuary for people who committed a certain crime in the old days of Lek Dukagjini. Aside from serving as a sanctuary, it was a place where the offender and the offended met to make settlements.
It's an interesting piece of history that remains from the old school rituals of the highlands, specifically the rule of law in the areas where no formal institution ever set foot, which makes it incredibly unique. The tour guide was a bit lousy seeing how the tradition is much richer, but what you pay is what you get.

We got the tour by the girl who hangs around the tower, and seems to be related to the guy in traditional clothes who we had to pay to get in. If you like judicial systems: eat your heart out and ask all about the system where accused is locked up to protect him/her against imminent physical insults and give the families of the accused and complainant the time to find a judge who will look into the accusation. Fascinating. Don't forget to tip the girl and to encourage her to learn more about the history of the tower and the system.

Our guide brought alive the tradition of the lock-in tower with his animated talk. The demonstration of the grass singing was a bonus.

You can read about the lock-in towers but to really understand this place you need someone to translate the custodian's account. As a direct descendant of the last person to be custodian of the tower when it was used to reconcile blood feuds his account is fascinating.
