Hi there Chantelle, that is no problem. As long as the parents are with the children and can sign the waiver form on their behalf, that's no problem.
The only thing is that the kids bikes have 24" wheels. We typically see a lot of 4 year olds on the "tag-a-long" bike which attaches to an adult bike, essentially turning it into a tandem bike. This only suits ages 4-7. It really depends on how experienced your 4 year old is in riding and how much endurance they have. They will be looking at a 15km ride from the Cultural Centre.
