i prefer to see the lines on mirador : you have 1 mirador at Palpa city, there is a blue road sign on the main street ( blue road sign : Lineas y Figuras de Palpa, Reloj Solar, 600m ) , on the right side, when you are at the exit of Palpa city , in north direction ( small dirt road calle 16 ), it is better by mirador, because to see the Palpa lines by plane : i was very disapointed, because it is difficult to see the lines, by plane it is very quick, you have not the time to take pictures, the lines are small by plane, many times i saw nothing, i took pictures ( below the wing of the plane, and i only saw the lines at home on the pictures with zoom on the computer...), i did the one hour tour with both Nasca lines and Palpa lines, it is very expensive, but it is a good "souvenir", but i prefered to visit the 3 mirador, 1 mirador on Nasca : Arbol and Manos, and 2 mirador on Palpa ( north Nasca ), Reloj Solar (street ( calle 16 ) at the north exit of Palpa city )and Palpa Familly ( 6km before south Palpa city ), very easy to see from mirador and very cheap, and a bit difficult to find the 2 Palpa mirador, only 1 road sign near each Palpa mirador, you have to search a lot, good luck
