Yes you can just go and wander around free of charge. Lovely views over Parga bay. Don't know about the cafe opening times but expect it would be expensive. It's not a vast area to visit so cafes in town are aplenty.

Just walk up the pedestrian street at the back of the beach. It is lined with shops and bars, so you can just stroll up the street at your own pace. At the top of the street just turn left and you have arrived. Well worth... More
