The garden is relatively small but considering the topography it is understandable. It was probably an impressive garden when it was establised but if you are not a plant enthusiast it is a bit boring.

The garden was brilliant and more interesting than the more famous Botanical gardens. Yes it is hilly but everything in Funchal is. The variety of plants was spectacular as were the views over the town.It is easy to get a bus up from the town.
The most usual way to the gardens is via the cable car in Funchal. Unfotunately we chose to go on a day when there was a 5500 passenger cruise shipin town and the cable cars were rammed.

Not sure what you mean by a buggy cart. If it is for the Monte Palace you can get a Taxi up there but the garden itself didn’t have any options for disabled scooters that I could see . The terracing from top to bottom means... More

The terracing from top to bottom means slopes or steps up and down which would be difficult if he can’t walk easily.
Try the tourist information in Funchal. If you need a fantastic driver in a really comfy car BMW X5 who speaks excellent English and can take you on a tour of the whole island with real knowledge and understanding of the geography, flora and wildlife I would highly recommend Atlantic wild Tours.
