There are multiple nice viewpoint areas like this one; this one was particularly good; and close to the Tram 28 line; so easy on/off point. Lots of tourists here, with local entertainers. Breathtaking views

The look out is magnificent. Beautiful Lisbon and the river came to you in one sight. There are so many people so be aware of pickpockets. And restaurants around there are not great.
