This isn't a swimming pool, a paddling pool, a water park or any kind of amusement park. It's a memorial to someone who died very tragically. And while it's not her grave site, it is intended to be a place of respect. It is not a kiddie's playground. And actually it's not a fountain either. It's a very long fast moving but shallow stream. It wasn't designed for kids to play in so I highly doubt it's chlorinated. There were Security guards all over the place and I think they would immediately tell you that paddling is not allowed. There are signs telling you not to throw coins or anything else into the water. So I would assume that would include your kids. If you want to take them paddling, there are loads of purpose built places for that. Princess Diana's Memorial is not the place.
