I went to Candle Lake for a day this past long weekend. The location was very quiet. There was a fire ban so nobody could have a fire. The water was cold but that is expected this early in the year. Overall a fun afternoon.

Very nice campground. Lost a lot of trees in the past few years, but the park is clean and well maintained. Showers are good and beach area very nice. There is also a group camping area.

I am not sure about boat rentals but try contacting Sask Tourism directly. They are super helpful with any questions. I believe that Sandy Bay Campground is the closest to the golf course. It's about 10-15 minute drive.
