I was there a month ago ( you can check pics on Instagram @omv7) and we felt totally safe. The entrance to the park is only 150 pesos ( 50 pesos are 1$) and the tour to the “bahia de las aguilas beach” is 500 pesos each. We rented a car and went on our own. We stayed in “Eco del Mar” and it was great, camping like set up but really comfortable right next to the natural park. The road to get there gets tricky ( sandy), so better on a 4-wheeler.
