We were in Halifax for the day in August on a cruise ship and visited this building on recommendation by our Free Walking Tour Guide Erin.

No claustrophobia or musty book smells here. This brand new facility offers coffee shops (ground floor and rooftop), computer facilities, casual reading and research. If you had a relative in the historical military forces in Canada then here is where you research them.
The top floor has a rooftop patio and cafe. Grab a coffee and enjoy the great view. Modern and interesting, a very nice place. Anyone who works for a municipality should visit to see how amazing a public/community space can be.
I had read Trip Advisor reviews that said this was an attraction not to miss - and I agree.
Looking at the exterior, you see a series of stacked glass boxes in a somewhat irregular pattern.My wife and I loved its "curb appeal".
