Click on "Superindendent's Compendium". Go to section 2.15 which covers rules for pets. It would appear that the short answer is "no", but given that you've got info to the contrary, I'd call and check. I've found the Park folks very helpful, when I've called for info. Perhaps they are more willing to have dogs on leash these days. I know that several national parks do permit dogs on leash. Watch out for bears.
