If you happen to be walking by, swing in to the Sugar factory to check it out and maybe grab a cup of tea or a popsicle. There wasn't much to see but the buildings are interesting. It looks like it is better as an event venue. There were a few little shops open but nothing worth a special trip.

If you are passing by to another sight along the coast then stopping by for a photo is probably ok, however there is not too much to see at this Sugar Factory.

As others have mentioned, time your stop for a specific event. We were there for a concert on Saturday night and it was the highlight of our trip. There was a circus that did an excellent performance. There were local artisans selling jewellery and art, as well as locally made cigars. There is also a craft beer brewery inside the sugar factory selling nice brews. The atmosphere (concert, fire, art sellers, sugar factory, people) saved what would have been an otherwise dull visit to Dulan. I am giving it five stars only because we attended a great event. Otherwise, pretty average.

local artists meet to listen to music, drink and chill together. nice atmosphere. Factory itself is pretty dull

An old sugar factory that artists have converted into a few handicraft shops and a cafe. Not much happening in the day but Wednesday night we hear there's a show and a bar open.

Nothing much to see, yet some nice cafe and shops with cultural products are there now. And the location is very accessible.

It is just historic site. I am not sure if we can get in the mill however, there are 3 nice cafes where you can enjoy tea, coffee, etc. What I liked most is the souvnir shop where you can send post cards abrad. The stamps are avialable also and there is wooden post box. Dulan seems famous for its art, so you can also look some art works there. Mind you, this factory is just a building. I am not certain if it is necessary to travel to Dulan just for this.

The park looks like it would be a great environment for a concert but if nothing is on then it's a bit quiet and derelict.
That said, we had great okonomiyaki 大阪燒 at the cafe to the right of the entrance. They had some funky hammocks and seats and it was a memorable place to wile away the time.
There is a bus stop out the front if you want to return to Taitung.

There isn't much to see or do if you're not coming here for a specific event. It's a bit out of the way from Taitung so you'll be very disappointed if you come here just to visit this place without planning to attend an event. This village is pretty small and there are a few decent restaurants and a 7Eleven if you do come here.
