Close to the Koishikawa Korakuen gardens ,this has a free observation deck on the 25th floor with restrooms, vending machines and wonderful views. If visiting the gardens this is worth the detour.

A free ride to the 25th floor will take you to a wonderful panoramic view of Tokyo. On a clear day you can even see Fuji-san.

Awesome free spot on the 25th floor which can be reached straight from the metro. Went on a clear day in the morning and could see mt fuji and the tokyo skyline together
