I cannot speak for Costa Rica, however, in the US it is both unethical and illegal to harass, touch, etc, the endangered sea turtles ( all types-Olive Ridley, Green, Loggerhead, and Leatherback. ) these are not animals that are "trained" like a horse to be ridden. A little respect is called for. As part of the sea turtle rescue organization here in the US, much time and effort is expended in hope of getting these magnificent creatures off the critically endangered lists!
