Are you talking about a book on the evening sky, or a person. There are two turnouts on the road outside the park. One before the entrance and then an overlook after the entrance. Either would work for star gazing... More

Either would work for star gazing. Believe there is an app that can tell you stars in the view you provide it, don't recall the name, someone recently mentioned it to me. Just being able to see the Milky Way and gazillion of stars is awesome. Not something city dwellers usually see. Certainly worth a look, even if you don't know what you are looking at.
May also be information online about sky views from a state or large city. Red Rock Park is closed at night, wild burros and other creatures come down to areas where people are during the day. Fresh evidence when you go hiking trails.

Red Rock would be beautiful at sunset and early evening, but you will need to check their closing times. From other answers, they are open until 8 p.m., but will soon only be open until 7 p.m. You might want to check with a Las Vegas tour company to see if they do special tours. It is really very close to the "strip" and Las Vegas.
