It's about 10-15 minutes by bus (number 12) from Bulguksa Temple: usually, who comes here, then goes to Seokguram.
While I found Bulguksa wonderful, I cannot say the same thing for Seokguram.

You could grab bus opposite train terminal, no. 10 or 11 or 700 run frequently go to Bulguksa Temple. From there take the shuttle bus no.12, which run hourly. So check the bus timing. If unsure always check with information counter. They are helpful and speak well English. The total journey from town to Bulguksa probably around an hour. Then from Bulguksa to Seokguram around 40mins bus journey.
