Harbour Hotel in Jimei is quite some distance to Zhongshan Rd. in South Siming district To be sure, by bus to Main railway station in Xiahe Rd, and from there many buses go to Xiada( Xiamen Univ like Bus # 2 Another place is to go the SM mall and transfer another bus at the Bus depot to Xiada. Fare is RMB 1.00. From Jimei to Zhongshan cost more than 35 RMB. There is a rapid bus option too from Jimei to the above mentioned bus transfer stations.
Zhongshan Rd starts to come alive after 4 PM. There are still some shops selling garments, but usually for young people.
You may visit the underground mall in the area of main railway station for RTW, try Walmart also nearby.

Hello! So, Xiamen International Airport is 15.5 km to Zhongshang Lu. If you arrive at the airport around 15:30...with taxing...getting off the plane and then immigration...you'll probably out by 16:30 or 17:00. If you get a Taxi...probably another 30 mins. I don't know how much it will cost you from the airport to zhongshan lu, but I advise you go to the information desk and ask. I bet they've been asked this question before and would know the answer and probably direct you to the right cab/taxi area.
So, let say you get there by 17:00 that should give you 4 hours to go around which is pretty good if you just want to check that place around and try their food. then go back to the airport by 21:00 to check in and stuff. I usually give myself at least 2 hours before boarding. There's a lot of things to see in the airport too. :)
Hope this helps. Oh and I have family there, so I never used public transportation the times I went there.
